This photo was taken in 2004 on the island nation of the Commonwealth of Dominica during a parade in downtown Roseau. A DPPA employee was attempting to remove the stigma of condoms and getting people more accustomed to handling them. Shown in the picture is her having blown up the condom to demonstrate how thin yet durable the condom is like a balloon in hope natives will perceive it more as a common item.
